The Texas
Commission
on
Environmental
Quality,
Irrigator's
Certification
Program is
responsible
for
examining,
licensing,
regulating,
and
enforcing
the
requirements
of S.B 2,
Chapter 34,
Texas Water
Code, as
amended by
House Bill
2510, and
Agency rules
through a
complaint
review
process.
Who May
File A
Complaint?
Any
person may
file a valid
complaint
against any
individual
relating to
any phase of
landscape
irrigation.
How Do I
File A
Complaint?
All
complaints
must be in
writing and
signed by
the person
filing the
complaint.
Complaints
are to be
completed
and
submitted on
this form
(click here
and print
form),
or in a
similar
format, with
copies of
documents
and
photographs
pertinent to
your
complaint.
Describe
your
complaint in
detail,
include
dates,
times,
locations,
individuals
involved and
pictures, if
available.
Attach
additional
documentation
such as
plans,
contract
documents,
etc. DO NOT
SEND
ORIGINALS.

How Will
I Know The
Status of My
Complaint?
You will
be sent
copies of
all
correspondence
relative to
your
complaint.
You may
contact the
program
office for a
periodic
status
report in
writing, or
by telephone
at
(512)239-1000.
If the
nature of
the
complaint is
outside the
agency's
jurisdiction,
you will be
notified.
What
Complaints Are
Within The
Agency's
Jurisdiction?
Any
complaint
resulting
from any
person,
licensed or
unlicensed,
who sells,
designs,
consults,
installs,
maintains,
alters,
repairs, or
services a
landscape
irrigation
system.
Any
complaint of
a landscape
irrigation
system or
the
connection
of such
system to
private or
public, raw
or potable
water supply
system, or
any water
supply.
Any
violation of
the
Commission's
Rules or
Texas Water
Code,
Chapter 34,
as amended
by House
Bill 2510.
What is
the Complaint
Process?
The
complaint is
received,
reviewed,
and assigned
as
appropriate.
The
complainant
may be
contacted to
obtain
additional
information.
The
respondent
will be
contacted.
The
investigation
may result
in one, or a
combination
of the
following:

Resolved
informally,
-
License
suspension
or
revocation,
-
Administrative
or civil
penalty,
-
Dismissal
of
complaint.
